Effort Reporting

Streamline the A-21 effort reporting process and address issues within the current PAR system Description:
The University intends to streamline the A-21 effort reporting process and address issues that exist within the current PAR system. The current system is largely paper-based, requiring collection of individual signatures as well as printing, routing, collection, and storage of documents for record purposes. In addition, the calculations contained in the PAR's are not always understandable and may be incorrect, leading to confusion and frustration. The large volume of PAR's (over 4,000 per quarter) and the geographic distribution of faculty members and affected employees make the current paper-based process challenging at best and makes compliance monitoring and enforcement very difficult.

Because of the difficulties in monitoring and ensuring compliance, the University is at great risk of cost disallowances which would be detrimental to all who are involved with sponsored research. The University intends to take a pro-active role to ensure compliance with federal reporting requirements and intends to do so by taking advantage of current technology and replacing the current paper-based system with a modern system containing built-in edits, compliance monitoring, and additional functionality.
